Humanitarian and Compassionate

Under the Humanitarian and Compassionate Grounds (H&C) policy, individuals can apply for Canadian permanent resident status through an exemption to existing regulations, provided they meet exceptional circumstances within the framework of current immigration laws. Each application is evaluated on a case-by-case basis. 

When evaluating applications under the H&C program, the government looks for individuals who have exceptionally significant and valid reasons to leave their country of origin and settle permanently in Canada. Threats to their physical and mental health may be among them.

The Humanitarian and Compassionate (H&C) program differs from the refugee program, designed for individuals fleeing their home countries to escape persecution.

The H&C program is often utilized by elderly parents without personal, financial, or other connections to their home country while their children and grandchildren reside permanently in Canada. It also serves individuals who have been refused visas under the resettlement program.

Applying for the H&C program is a multi-step process. Once the candidate has been in Canada for a minimum of one year, the required paperwork is turned in.
